NITERÓI REPERCUTE: MAIS UMA PARTICIPAÇÃO EM EVENTOS DA ONU SOBRE O CLIMA E SUSTENTABILIDADE

As políticas públicas de Niterói, principalmente para a sustentabilidade urbana e clima, continuam repercutindo no país e no exterior. Mais uma vez, fomos convidados para participar de evento na ONU para compartilhar a experiência da cidade e para, em nome da Frente Nacional de Prefeitas e Prefeitos - FNP, representar os prefeitos do nosso país.

Na semana que passou, estive em Nova York participando de dois eventos na ONU, que eram parte do High-Level Political Forum on Sustainable Development - HLPF, realizado sob os auspícios do Conselho Econômico e Social da ONU - ECOSOC. Fui acompanhado pela secretária Katherine Azevedo (responsável pelo Escritório de Gestão de Projetos - EGP e pela Assessoria Internacional) e por Simone Porto, da assessoria do Gabinete do Prefeito de Niterói. Também nos acompanhou Daniel Godoy, Coordenador de Projetos da Frente Nacional de Prefeitas e Prefeitos - FNP.

É a segunda vez que participo de eventos promovidos pela ONU em 2024. Em junho, já havia participado em Bonn, na Alemanha, de evento promovido em preparação para a COP29, que acontecerá em dezembro em Baku, no Azerbaijão.

Participei de duas mesas: uma seção plenária diante das representações diplomáticas dos países membros da ONU (dia 10/07) e outra em evento organizado por um conjunto de organizações da ONU e de representação de governos locais e regionais (dia 11/07).

Veja, a seguir, como foram os dois eventos:

DIA 10 de julho: "SDG 13 and interlinkages with other SDGs: climate action"

O objetivo do evento foi avaliar as iniciativas dos paises e governos locais para o cumprimento da ODS 13, que refere-se às Mudanças Climaticas, tema que demanda decisões e ações urgentes. 

O problema tem se agravado a cada dia. O relatório 2023 da Organização Meteorológica Mundial - OMM sobre o Estado Global do Clima alertou que o 2023 foi o ano mais quente já registrado, cerca de 1,4ºC acima da linha dos níveis anteriores à industrialização. Os últimos nove anos, de 2015 a 2023, também foram os mais quentes registrados. E as emissões globais de Gases do Efeito Estufa (GEE) continuam a aumentar. O objetivo da sessão foi examinar os desafios e as oportunidades para acelerar o ODS 13 diante d e tantas crises interconectadas, como da natureza, da biodiversidade, da poluição, mas também da pobreza, da desigualdade e do desenvolvimento sustentável.

Good morning, distinguished participants, ladies and gentlemen.

It is a great honor to be here at the UN today, contributing on this high-level discussion.

My name is Axel Grael, and I am the Mayor of Niterói, a city in the state of Rio de Janeiro, Brazil. Before the people of Niterói granted me the honor of being their mayor, I had already built a long history as an environmentalist since the late 1970’s. I have been actively engaged in climate conferences since Rio 92, participating in international discussions and advocating for action at local, regional, national and global scales to address climate change issues.

Since 2021, I have had the privilege of serving as the mayor of Niterói, where I created the first Brazilian city local climate authority. Despite being in the central area of the over 13 million inhabitant metropolitan region, the city was able to preserve 56% of its territory as parks and other protected areas, one of the highest proportions of urban green per capita in Latin America. Additionally, we have implemented the largest resilience plan in the country, investing one billion reais (the equivalent to about 200 million dollars) over the last decade to prevent landslides and floods. We recognize that climate change will impact us all, with the most severe consequences specially felt by the most vulnerable. Therefore, we prioritized our efforts on enhancing resilience in informal settlements ("favelas"). We also invested building on one of the best climate disaster prevention and response team, we approved this year a new urban land use plan based on sustainable concepts, we are developing the local transport energy transition, and we have the busiest bike lane in Brazil.

It is a pleasure to be here today, representing the Global Taskforce of Local Governments and the United Cities and Local Governments (UCLG), and -the ICLEI – Local Governments for Sustainability, mainly because I firmly believe that cities play a crucial role in fostering an equitable and sustainable society. According to the United Nations, by 2050, 70% of humanity will live in urban centers. During COP26 in Glasgow, I had the opportunity to meet with the Secretary-General of the United Nations, António Guterres, along with eight fellow mayors, to discuss the pivotal role of local governments in combating global warming.As Vice-President of the Brazilian National Front of Mayors, I am currently leading Brazilian efforts to encourage municipalities to join the Climate High Ambition Multilevel Partnership - CHAMP, approved during COP28 in Dubai. It is a coalition of subnational governments, especially cities, to promote climate action. I should highlight that the Brazilian Front of Mayors signed a letter of support to Champ, as did the German, American and Colombian similar organizations, backing up and strengthening Champ.

One of our greatest challenges today is to engage the largest number of cities into a stronger leading role in the transition to a more sustainable and climate responsible world. It is imperative that we work in a coordinated manner to implement environmental policies that advance SDG 13. Another priority of ours is to accelerate the establishment of Multilevel Climate Governance in Brazil. Our challenge today is greater than ever before. The future must be sustainable and egalitarian, or there will be no future. Thank you for the opportunity to contribute to thes discussion.

O evento foi organizado pelo Global Taskforce of Local and Regional Governments - GTF e Cidades e Governos Locais Unidos - CGLU (organização esta que Niterói faz parte), Local 2030, e as seguintes agências da ONU, UN Habitat, PNUMA e UN-DESA.

O Fórum reuniu representantes de governos locais e regionais e organizações que representam cidades. Participei do "Painel 2 - Parcerias de elevada ambição para a ação climática: alcançar a transformação ecológica e acelerar as Contribuições Nacionalmente Determinadas através da cooperação multinível", que teve a seguinte composição:

It is a great honor to be here at the UN today, contributing on this panel.

I am the Mayor of Niterói, a city in the state of Rio de Janeiro, Brazil. As the vice-president of the Brazilian Front of Mayors and member of ICLEI – Local Governments for Sustainability I have been actively following the efforts to enhance the political participation of cities. During the Glasgow COP 26, I was part of a group of eight mayors that met with UN secretary-general Mr. António Guterrez to claim for more participation.

A promising result came during COP 28, in Dubai, when Climate High Ambition Multilevel Partnership – CHAMP was approved. A few weeks ago, the Brazilian Front of Mayors signed a letter of support to CHAMP and I know that other countries mayors associations, such as in Germany, Colombia and the US, did the same thing. I hope other countries could follow.

While we meet here, many parts of Brazil are facing climate disasters, such as the floodings in the State of Rio Grande do Sul, forest fires in the Pantanal (one of the largest swamp areas in the world) and rivers at the Amazon Region are drying out because of a long-lasting drought. Casualties, urban and environmental damages are increasing public concern about the climate change agenda.

Niterói was the first city in Brazil to create a local climate authority. Among other actions, we have the largest resilience plan in the country, investing 200 million dollars over the last decade to prevent landslides and floods. Niterói leads the way and shows that it is possible that cities act to mitigate climate change effects.

Our National Front of Mayors is acting with the Brazilian Federal Government concerning the participation of cities in the implementation of our country’s NDC and the preparation of the new commitment to be presented during COP 30, in Belém, next year. Some recent decisions confirm the multilevel approach in Brazil. The National Climate Emergency Plan was presented in June and is focused on local implementation.

Brazil is a large country and there will be no chance to achieve the NDC goals without a multilevel implementation. For instance, Brazil committed to restore 12 million hectares of degraded land planting forests. It is a very important and strategic goal and it will only be feasible if developed as a national effort, involving all governmental levels, business and the civil society.

Today, our challenge is greater than ever. Efforts and partnerships to tackle global environmental challenges must be ambitious.

Talking about ambition, I want to remember that later this year we will have COP29 in Azerbaijan with a very challenging suject: financing. It is very strategic that we succeed there or COP30 in Belém, when countries will review their NDCs, will lack ambition.

There is no alternative. Our future must be sustainable and equitable, or there may be no future at all.
