NITERÓI NA ONU: FALEI DAS INICIATIVAS DA PREFEITURA NO FÓRUM DE CIÊNCIA, TECNOLOGIA E INOVAÇÃO PARA OS ODS

Foi uma oportunidade ímpar para Niterói! Após participar de uma importante agenda em Denver, Colorado, a Cúpula das Cidades das Américas, promovida pelo Departamento de Estado, do governo dos EUA, na última semana, fui convidado a participar, em Nova York, do Fórum Anual da Organização das Nações Unidas (ONU) sobre Ciência, Tecnologia e Inovação para os Objetivos do Desenvolvimento Sustentável - ODS (STI Forum 2023). Uma chance fantástica de apresentar internacionalmente como a tecnologia tem sido aliada da Prefeitura na gestão do trânsito, na melhoria da qualidade ambiental e na segurança do cidadão.

Tive a honra de ser o único brasileiro palestrante no painel "Pensar globalmente, agir localmente: inovação e tecnologia na infraestrutura das cidades”! Foi muito bacana ter a chance de falar sobre Niterói, porque o evento abordou justamente o que estamos fazendo em nossa cidade: usando a tecnologia para promover o desenvolvimento com sustentabilidade. Pude apresentar diversas iniciativas que a administração municipal vem executando, como a Moeda Social Arariboia, o Parque Orla, a criação da Secretaria do Clima e a proteção de nosso território com unidades de conservação. Também falei do ecossistema de inovação que estamos criando para fomentar a economia, gerar empregos e oferecer soluções que melhorem a qualidade de vida da nossa cidade.

Foi unanimidade entre os participantes do evento o entendimento de que é preciso garantir que as cidades não fiquem apenas mais “inteligentes”, mas também mais inclusivas. Acompanhado da secretária de Ciência, Tecnologia e Inovação (SMCTI), Valéria Braga, e do Escritório de Gestão de Projetos (EGP), Katherine Azevedo, defendi que a inovação é fundamental para que possamos seguir progredindo, sem deixar ninguém para trás. É preciso mantermos a firme convicção de que a tecnologia precisa ser usada para melhorar a vida de todos, e não apenas de alguns.

Como sempre acontece nestes eventos, o retorno foi muito positivo, com diversas lideranças querendo conhecer melhor nossas iniciativas. Isso é muito importante, porque a transição para a sustentabilidade não acontecerá se não unirmos forças. Quando compartilhamos nossas experiências, estamos colaborando com outras cidades que buscam caminhos para elaborar projetos de sustentabilidade, tendo a tecnologia como facilitadora. 

Representando também a Frente Nacional de Prefeitos (FNP) como vice-presidente de ODS, abordei a retomada do protagonismo brasileiro na construção da sustentabilidade e de alguns dos desafios que as cidades enfrentam, como a modernização da mobilidade urbana, atualização do parque industrial e melhoria do saneamento básico. 

Como disse quando estive na Cúpula das Cidades, em Denver, é sempre um grande orgulho levar nossas experiências de sucesso para eventos internacionais. Seguimos trabalhando nos projetos que já estão dando tão certo em Niterói. O futuro será da sustentabilidade e da inclusão, ou não teremos futuro.

Society as a whole and world leaders at all levels, particularly in cities, face a major challenge: to promote the transition to sustainability, to a green, low-carbon, and resilient economy.

Cities have a huge responsibility, as they concentrate more than half of the world's population, over 70% of greenhouse gas emissions, but also concentrate most of the expertise needed to promote this transition.

The concern must be to reach new levels of sustainability, without neglecting democracy and the guarantee of participatory processes to find solutions and build this new and promising future.

However, the transition will not only happen through social and political processes, but also through an intense contribution from science, technology, and innovation, so we need academy, research institutions and proper investiments.

Also, considering the advent of the new job market scenario, with the arrival of "green jobs", we cannot give up the involvement of corporations, small businesses, social and community entrepreneurs.

The new job market scenario will bring many new opportunities, but care must be taken to ensure that the transition is inclusive and does not deepen differences in access to these opportunities.

I am the mayor of Niterói, a city located in the metropolitan region of Rio de Janeiro, Brazil, and I am also the vice-president of the National Association of Mayors. I would like to share some of our experiences and perspectives with this forum.

After major social, economic, and environmental setbacks in Brazil in recent years, local governments kept the sustainability agenda moving. The country is now returning to its important role in global sustainability, seeking to fulfill its domestic responsibilities in protecting the Amazon and other Brazilian biomes, ensuring the reversal of problems caused by forest fires, which are the main cause of GHG emissions in Brazil.

The Brazilian government announced a few months ago a large tree planting program to recover degraded areas of the country, which will obviously bring environmental gains and also generate many jobs. A project with this ambition and dimension will not happen without the contribution of science, technology, and innovation, including the construction of political consultation and agreements around this public policy to involve farmers and local communities, different levels of government, civil society, and the business sector.

Brazil also seeks to prioritize sanitation, improve sustainable urban mobility, update its industrial park, and address its housing liabilities.

Niterói has stood out in the country with the implementation of innovative sustainable and social policies. Like other cities, we have invested in technology for traffic management, improvement of environmental quality, citizen safety, and combating crime.

But, we were the first city in the country to create a local climate authority: the Climate Secretariat, responsible for policies on emissions reduction, adaptation, and resilience, developed in a cross-cutting manner in the government structure and with participatory forms of governance.

Niterói currently has 56% of its territory protected by Parks and other protexted areas and is developing the largest project of Nature-Based Solutions in the country, in order to promote sustainable urban drainage and save the Piratininga and Itaipu lagoons.

I would like to point out that Niterói has a vibrant bike program, including the busiest bikelane in the country.

In another inovative iniciative, we have implemented a local social currency, that only good in the city's boundaries. Through this currency, we make transfers of social programs to the most financially vulnerable families. We also reward low-income community families if they meet consensus-based sustainability and climate goals.

In the area of Science, technology and innovation (STI), Niterói is developing an innovation ecosystem, with the participation of the private sector, academy, community, and local government, to foster the economy, generate jobs, and offer solutions that improve the city's quality of life.

I usually say that governing is a never-ending race, just like the quest for the SDGs. The more you do, the more there is to be done. This is the great relevance of Science, Technology, and Innovation for us to move forward. Sustainability and social inclusion must be the future, or we may not have a future.
